The Union won the war and most of the south was destroyed.

The lack of unity was present because most of the amendments, laws and rules passed during reconstruction were created to protect and ensure the rights of African Americans.

Reconstruction is the period of rebuilding the south that succeeded the Civil War (1861-1865).

With no soldiers or watch in the south they were able to commit all the acts of racism they wanted and nothing was done to stop racism until the 1950's.

This was one of four main events that promoted racism in the south.

The “soft plan” included amnesty for the southerners that took the loyalty oath.

By the time the last federal troops had been withdrawn in 1877, Reconstruction was all but over and the Democratic Party controlled the destiny of the South.

13th Amendment-
The 13th Amendment to the Constitution declared that "Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction." Formally abolishing slavery in the United States, the 13th Amendment was passed by the Congress on January 31, 1865, and ratified by the states on December 6, 1865.
14th Amendment-
The 14th Amendment to the Constitution was ratified on July 9, 1868, and granted citizenship to “all persons born or naturalized in the United States,” which included former slaves recently freed.

Inside those classrooms were black children much like children you can find in any ghetto across the country. Many came from broken homes and were on welfare. The status of an African American was the focal problem of Reconstruction.

The imagery of the Civil War, North and South, was entirely figurative: men on horseback, with black soldiers or avenging angels ahead or behind the horse. Another vein of feeling and commemorative style can be found in a more purely abstract language of grief and memory. The great British and French First World War cemeteries that fill northern France seem at first sight to be natural, unplanned emanations of mourning, the inevitable consequence of burying many men in long ordered rows. The crosses give the form; the grass does the work.

While those memorials were rising in the North, a second set of memorials—far less original, though just as deeply felt by their makers—were rising in the South, commemorating the men who had led the Confederate Army. Controversial at their time (“If a man has done evil during his life he must not be complimented in marble” was the view of the radical abolitionist Charles Sumner), they have become so once again in our own era. In “Written in Stone: Public Monuments in Changing Societies,” an account of today’s battles over Civil War monuments and memorials, Sanford Levinson, a law professor at the University of Texas at Austin, explains why even the most egregiously offensive Confederate memorials are essentially immovable: affection for the familiar mingles with defensiveness about the past. C. Ultimately a political compromise was worked out. In order to comply with the law, without having a massive shift of students, the District's school officials decided to turn all public schools in Washington into neighborhood schools.
By this time, the neighborhood around Dunbar High School was rundown. This had not affected the school's academic standards, however, because black students from all over the city went to Dunbar, though very few of those who lived in its immediate vicinity did.
When Dunbar became a neighborhood school, the whole character of its student body changed radically-- and the character of its teaching staff changed very soon afterward. In the past, many Dunbar teachers had continued to teach for years after they were eligible for retirement because it was such a fulfilling experience. Now, as inadequately educated, inadequately motivated, and disruptive students flooded into the school, teachers began retiring, some as early as 55 years of age. Inside of a very few years, Dunbar became just another failing ghetto school, with all the problems that such schools have, all across the country. Eighty-five years of achievement simply vanished into thin air.
It is a very revealing fact about the politics of education that no one tried to stop this from happening. When I first began to study the history of this school, back in the 1970s, I thought that it was inconceivable that this could have been allowed to happen without a protest. I knew that the Washington school board in the 1950s included a very militant and distinguished black woman named Margaret Just Butcher, who was also a graduate of Dunbar High School, Surely Dr.
